Opportunities and challenges from new government’s big wave of reform

Since it was elected in May, the new government has been in a hurry to implement the reforms which it feels are necessary to achieve full employment and 3 million apprenticeships in this Parliament. The Summer Budget and the Productivity Plan mapped out key elements of reforms and in November, the Spending Review will set the tight financial parameters in which the reforms will be implemented.
When providers meet for the AELP Autumn Conference, consultations will have already started on the Apprenticeship Levy and legally protecting the Apprenticeship brand. The review of Traineeships may also be near completion. In addition to the future of these core programmes, we will also debate the impact of the Budget’s measures on a National Living Wage, Youth Obligation, ending of the ESA differential and reducing working tax credits as plans develop for the next tranche of welfare to work programmes in 2017.
Furthermore the Chancellor has since the election pressed the accelerator for English devolution which could lead to major changes on how skills and employment programmes are commissioned and all this being undertaken when the FE sector is subject to a new series of area reviews.
The indicators behind this significant reform programme point to growth opportunities for providers although the protection of quality provision within the spending restraints will present challenges that providers can meet again.
